The Sanggunian Bayan of Buhi will treat tomorrow on 2nd Reading the proposed ordinance that will provide manual for the community fish landing center at Barangay Cabatuan, this municipality.
The principal author of the proposed local law is councilor Christian Echipare with councilors Catherine Martinez and Raul Libardo as co-authors.
According to Echipare, the building of the said fish landing center was already completed and waiting for utilization but cannot operate fully for lack of procedures and systems to follow.
The project proponent – Bureau of Fisheries and Aquatic Resources (BFAR) wants the LGU-Buhi to formulate policies not only to provide guidelines on its operation but also to endure its sustainability for the benefit of its member-recipient, Echipare explained.
The project is an initiative of the Bureau of Fisheries and Aquatic Resources (BFAR) in collaboration with the National Anti-Poverty Commission (NAPC) and the Local Government of Buhi (LGU-Buhi), Echipare said.
The ordinance also provides the institutionalization of the “Tilapiang Buhinon Organization” as the co-manager of the LGU-Buhi in its initial operating stage. When the time comes that they can adequately handle its management, the LGU-Buhi will be turning it over to them, Echipare added.
On August 23, the proposed 22-pages measure will undergo debate, amendment, and modification.
