The Sanggunian Bayan of Buhi (SB-Buhi) committee on laws treated this morning the proposed regulation in the use and operation of the Local Government owned ambulances.

The proposed local law has two versions; Councilor Ting Villadares filed the first in 2018, and another version filed by Councilor Maria Bella Nonato just recently.

Councilor Loreto Camasis, the chair of the SB laws committee, proposed to the authors to joined and consolidate their respective proposals in which the two proponents agreed.

“Next week, the measure will due for a public hearing, and the following week after that, it will discuss for 2nd and 3rd reading because of its urgency amidst Covid-19 pandemic,” Camasis explained.

The proposed measures provide guidelines for ambulance use, operations, equipment, medicines, supplies, information management, environmental management, personnel, procedures, administrative provisions, fees, funding, and penal provisions.

The draft law also provides a fee for the use of ambulance at P200.00 for the first five (5) kilometers plus P20.00 for every succeeding kilometer. The proceed of the payment will go to the maintenance of the vehicle, fuel, and other incidental expenses.

Qualified service patients, including indigent senior citizens, 4Ps beneficiaries, unemployed PWD, duly certified by the Municipal Social Welfare and Development Officer (MSWDO), shall be exempted from paying the fees.

Also present in the hearing is Councilor Myrna Imperial, member of the laws committee; Liga President Bernard Dasmarinas and Municipal Health Officer Breandovin S. Saez.

On August 18, the Local Government of Buhi received three units of ambulances from the Department of Health (DOH) in Legaspi City. The DOH-CHD Bicol reminds all recipients of these vehicles to observe efficient use and proper care of the same strictly.
