Full Text of the explanatory speech of Councilor Ting Villadares III on the proposed Timbangan ng Bayan on the August 10, 2020 at the Sanggunian Bayan (SB) Session Hall, Buhi, Camarines Sur. Philippines. The proposed measure was enacted unanimously by the SB on August 17, 2020.

Mr. Chairman, my colleague in this honorable chamber, I stand before you to introduce a proposed measure. 

This vital piece of legislation intended to protect our public market consumers from a possible defective weighing scale.

The Market Code of Buhi mandated our municipality to provide weighing scales calibrated and sealed by DTI. This public weighing measure will be used by the consumers to safeguard them against short weighing commodities like rice, fish, meat, and other food items. 

The Consumers Act of the Philippines also provides regulation of practices relative to the weights and measures provisions.

A couple of years ago, the Department of Trade and Industries (DTI) donated two weighing scales with metal enclosure tagged as “Timbangan ng Bayan.” Unfortunately, said weighing scales are now in a state of deterioration and probably do not serve their purpose anymore. 

Aside from this, the Timabangan ng Bayan donated by DTI is not enough to serve our growing consumers. Please consider the fact that we are facing a pandemic brought about by COVID-19. More weighing scales, more time to be saved by our consumers from exposure to this deadly virus.

Probably, the pandemic is also a perfect opportunity for some ill-motivated vendors to calibrate their weighing scales to gain more profits illegally. 

Mr. Chairman, my colleagues, this proposed law will harness, strengthen, and institutionalize the already established rules and ordinances pertinent to Timbangan ng Bayan.

The proposed law also provides administrative, regulatory, and penal provisions and funding for the care and maintenance of the Timabangan ng Bayan. 

Moreover, I am extending my gratitude to the committee on ordinances and legal matters chaired by Hon. Loreto M. Camasis, Secretary Heriberto Morana, for the prompt and exhausted processing of this legislation at times of calamity. 

Finally, I am conveying my appreciation to Vice Mayor and presiding officer Jofred Balagot for his leadership and fatherly-like approach to management and supervision of this Sanggunian. 

Mr. Chair, this proponent is now ready to answer and accept clarification, comments, and modification as we are about to debate this proposed local law, entitled “AN ORDINANCE ESTABLISHING THE “TIMBANGAN NG BAYAN” AT THE BUHI PUBLIC MARKET AND APPROPRIATING FUNDS FOR THE PURPOSE.
